Brown has previously served as president of the Howard Center for Family, Religion and Society, one of the organizations running the World Congress of Families. He currently sits on the board for CitizenGo.

Before his national and international work, Brown founded the Family Institute of Connecticut (FIC) in 1989. FIC is a state affiliate of Focus on the Family. FIC is a ‘pro-marriage’ organisation against abortion and same-sex marriage.

Through NOM, Brown was heavily involved in attempts to pass Californian Proposition 8, which would have banned same-sex marriage in the state Constitution. Brown also led NOM in similar ballot campaigns in Maine (2009) and North Carolina (2012) and in 2010 led a successful campaign to unseat three Iowa Supreme Court justices who supported same-sex marriage.
