A conservative think-tank founded in 1997, the Howard Center for Family, Religion and Society was established when John A Howard and Allan C Carlson split from the Rockford Institute in 1997 to pursue their anti-abortion and anti-homosexuality positions more vehemently.

The Rockford Institute was a paleoconservative think tank established in 1976 in opposition to 1960s social changes, since absorbed into the Charlemagne Institute. 

Carlson’s academic work focused on the idea that feminism and homosexuality were creating a crisis within the traditional family and therefore driving population decline in the United States. The World Congress for Families was founded out of a desire to discuss these ideas and organize behind them on a global level. The Howard Center for Family, Religion and Society continues to coordinate the World Congress for Families alongside the International Organization for the Family.
