He also served as director of the Project for Civil Justice Reform and the Project for International Religious Liberty at the conservative Hudson Institute think tank. Horowitz is credited as one of the inspirations for the creation of the arch-conservative Federalist Society after drafting a 1979 piece calling on the right wing to retake the US judiciary by supplying a pipeline of reactionary law students, lawyers, judges, and federal administrators. As a “talent scout” in Reagan’s White House, Horowitz then made this plan a reality, recruiting conservative Federalist Society members into the judiciary and civil service.
For decades, Horowitz has remained one of Falun Gong’s most important allies in Washington — lobbying contacts in the press, Congress, and federal agencies to devote more money and support for Falun Gong. He regularly speaks publicly to defend Falun Gong and their political objectives. “You are the pathfinders for democracy in China and therefore keepers of the hope for the world and for the 21st century,” Horowitz told Falun Gong supporters at a 2005 rally in Washington DC.
