During his tenure as CEO, internal whistleblowers alerted federal authorities that a “concerted effort to divert funds to the Falun Gong software UltraSurf was a criminal conspiracy.” In 2023, the US Office of Special Counsel endorsed a report concluding that Pack “abused his authority” and “engaged in gross mismanagement and gross waste” during his USAGM leadership.
